* Manage Grant Funds. Assisted program officials and management in ensuring effective use of funds by analyzing individual grant obligations, status of funds available and other financial information necessary for effective financial management of program.

* Grant Management Policies. Assisted the Office Director in the review and analysis of existing policies and procedures and the development and documentation of new and revised policies and procedures relating to grant management.

* Administer Grant Documentation. Served as control point for all official communications and contact with grantees that may result in changing the grant budget, any terms or conditions of the grant, and any correspondence specific to the business management of the grant.

*Implement Quality Control of Grant Financial Management. Provided continuing surveillance of the financial management aspects of grants through review of reports and grantee correspondence.  Request special internal audits based on financial results of such reviews and/or suspicious activities.  Participate in the resolution of audit findings.  Review planned or actual grantee procurements to ensure that they are in compliance with ADF and USG rules and regulations.

* Coordinate Termination and Suspension Actions.  Ensured that any termination and suspension actions are carried out in accordance with applicable regulations and policies, and that there is full documentation of all findings and conclusions on which decisions to terminate or suspend a grant are based.*

* Manage Grant Closeout Process.  Identified grants in need of close-out action.  Take all necessary actions to closeout grants when all applicable administrative actions and required work of the grant have been completed by the grantee.  The manager shall see that each grant file is reviewed to ensure that the interest of the Government has been adequately protected and that all significant actions are fully documented before the closeout process is complete.*

* Internal Compliance Monitoring of Grant Management.  Identified whether all actions relating to grants required by law or policy are carried out and documented on a timely basis.  Also track any remediation activities identified planned or prescribed by ADF to identify whether they are carried out on a timely basis.

* Participate in Portfolio Reviews.  Prepared and participated in periodic portfolio reviews, make recommendations for any necessary remedial action and identify grants to be placed on the watch list or at risk list.

1      Assist the Director/Office of Programs and Field Operations and Regional Managers to meet and implement ADF goals and objectives for funding and monitoring grassroots development projects in Africa.  Responsibilities included:

2      Received disbursement requests from grantees and Country Liaison Officers (CLOs); reviewed requests to ensure grant compliance and those monies requested are allowable, based on budget analysis, and consistent with the project plan.  Ensure that banking and transfer procedures are scrupulously followed; ensure that required grantee financial reports are current and the Grants Database remains updated.  Draft disbursement authorization memoranda for Director’s approval.  Forward disbursement requests to the Office of Budget and Finance (OBFA) for processing. Track disbursements made and verify receipt by the intended beneficiaries.

3      Reviewed and analyzed grantee, CLO financial and activity reports (including office staff site-visit reports); determined whether funds expended in accordance with grant provisions (noting non-compliance with grant agreements).  Monitored activities reported in progress reports correspond with information provided in the financial statements, grant implementation plans and CLO work plans.  Identified issues in submitted reports requiring further analysis and/or closer monitoring.  Summarized and presented analyses and findings with recommendations for action.

4      Processed documents for grant amendments and budget shifts when needed.

5      Conducted a review of grant files to determine if there are issues that need to be considered before grant close­out.  Inform Managers of projected grant expiration dates.

6      Established and maintained country project lists and financial spreadsheets.

7      Reviewed, identified and entered missing information in the grants database.

8      Verified project budgets; reviewed and analyzed supporting documentation, technical studies and implementation plans; provided assessments as assigned.

9      Prepared spreadsheets, using Excel, showing production and cost projections that indicate the project’s economic feasibility, and cost flow projections during and after project funding.
